Egypt's unified government complaint system processed 135,000 complaints and requests during February 2025, with housing and utilities emerging as the top concern among citizens, according to a detailed report reviewed by Prime Minister Mostafa Madbouly.

Dr. Tarek El-Rifai, director of the complaint system, reported that out of the total submissions, 111,000 were directed to relevant authorities electronically, while 22,000 were archived according to screening protocols. The remaining complaints are under review [1][2].

The housing and utilities sector received the highest volume of complaints, with 24,000 cases. Of these, 17,800 were related to housing issues, while 6,200 concerned water and sanitation services [3].

"The system serves as a vital bridge between the needs of different social segments and government agencies," stated Prime Minister Madbouly, emphasizing the government's commitment to transparency and service improvement [1].

Ministry-level complaints accounted for 63% of all cases, with nine ministries handling 87% of ministerial complaints. These included the Ministries of Interior, Housing, Health, Education, Social Solidarity, Supply, Communications, Electricity, and Petroleum [4].

In preparation for Ramadan, the Ministry of Supply and Internal Trade addressed 5,600 complaints, including 4,300 cases related to suspended ration cards and 1,033 complaints about bread subsidies and price manipulation [5].

The social solidarity sector processed 5,800 cases, resulting in the issuance or reactivation of 2,827 cards for the Takaful and Karama cash support program. The ministry also provided assistance to 557 persons with disabilities and rescued 37 homeless citizens [6].
